CM/ECF NextGen

On April 26, 2019, the Bankruptcy Court for the Eastern District of North Carolina upgraded its Case Management/Electronic Case Filing System (CM/ECF) to the Next Generation of CM/ECF (NextGen). This upgrade provided users with several benefits including Central Sign-On; the ability for e-filing attorneys to access any NextGen court within which they practice using one login and password.

You must have your own PACER account.  Users will NOT be able to use shared PACER accounts.

If applicable, set up a PACER Administrative Account to help manage attorney/user accounts and have those individual accounts centrally billed for PACER access fees. View instructions on how to set up at https://www.pacer.gov/reg_firm.html.

If you have an existing CM/ECF account with our court that has not been upgraded to NextGen, you must link your upgraded PACER account to your CM/ECF account. Users will NOT be able to file in NextGen until their CM/ECF account is linked to their upgraded individual PACER account. If you do not know your password, email NCEBml_cmecf@nceb.uscourts.gov for assistance. Instructions on how to link your accounts can be found below.

If you do NOT have an existing CM/ECF account with our court you will request filing access to our court through PACER.
You must log in with your upgraded PACER account and submit a new e-file request for the court:
 

Log in to Manage My Account

     1. Click the Maintenance tab.

     2. Click either Attorney Admissions/E-File Registration or Non-Attorney Admission E-File Registration.

For Attorney E-Filing Registrations, please email a copy of your Certificate of Admission to NCEBml_cmecf@nceb.uscourts.gov .  You will then need to wait for the court to process the request before e-filing privileges are activated.

For Filing agents, by submitting the request to file electronically, you are certifying under penalty of perjury that you are authorized to file on behalf of more than one attorney within the firm.  Email the names of the attorneys you will be filing on behalf of to NCEBml_cmecf@nceb.uscourts.gov.

If you have an existing CM/ECF account with our court, you will need to link your account to PACER.
 

Log into the court's website at  www.nceb.uscourts.gov

  1. Select E-Fiiing  (CM/ECF). Users will be redirected to the PACER Login page.
  2. Enter new/upgraded PACER Username and Password then select Login.
  3. In the Menu Bar at the top, select Utilities
  4. Select Link a CM/ECF account to my PACER account.  Enter existing CM/ECF Login (not PACER) Select Submit
  5. Verify names. Select Submit. All Menu Items should now appear.

Add/Update secondary emails to your account for noticing purposes. Login in to your account, select Utilities, Maintain User Account and Email Information. Primary email addresses can not be modified here, only secondary. Primary email addresses must be updated through your Pacer account.

The filing of a document in CM/ECF, along with the appropriate name on a signature block, constitutes the participant's signature for purposes of Bankruptcy Rule 9011.

All filing users in this district should review this court’s Local Bankruptcy Rules and must be familiar with the court’s electronic filing requirements on our website at www.nceb.uscourts.gov under the section labeled CM/ECF Info.
